Martin Luther King's birthday is a legal parking holiday in NYC. On a legal parking holiday, street cleaning rules are suspended. Alternate Side Parking (ASP) regulations allow for street cleaning. The City of New York suspends ASP rules on specific legal and religious holidays. The City also suspends ASP rules due to weather and emergencies.
